The Best Definition Of A Targeted Individual aka TI

In the growing national debate about Havana Syndrome/directed energy weapons(DEW), you are increasingly hearing complaints of similar attacks from regular civilians (not govt employees)—the so-called targeted individuals(TIs)

The problem is that there are so many batshit stories on the internet re targeted individuals, most of them purposefully posted by the perpetrators, to make the average observer dismiss genuine TIs as fringe conspiracy theorists. It is therefore quite important that Yours Truly, a gentleman and a scholar, set the record straight as to what I am referring to when I talk about TIs.

The best definition yet, of a targeted individual(imho), is this one by Thomas Marshall, delivered more than a decade ago. It captures all the essential elements—Intel agencies, counterinsurgency/counterterrorism, and the crucial fact that the targets are almost always innocent dissidents, persecuted for their speech/activism—political, whistleblower, etc. Basically, people the government sets out to destroy/kill because they engage in speech/activism the government doesn’t want/like.

Below is an excerpt from Thomas Marshall’s presentation titled “The Theory of Electronic Harassment and Organized Gang Stalking”: “The U.S. intelligence agencies, in conjunction with DARPA, Stanford Research Institute Los Alamos National Laboratory, and companies like Raytheon and Lockheed, have set up a counterinsurgency war that is taking place on a worldwide basis, aimed at potential enemies such as political activists and whistleblowers. These targets are generally people with a very high IQ, who are capable of influencing the people around them, as well as having a history of political activism.” 

“This counterinsurgency war that is being waged against these individuals, is portrayed as a type of a stalking game, the most dangerous game, perhaps called “watch him run”, or some such game that is taking place on the internet, so that people can observe the targets using DARPA-created tracking technology, GPS technology and RFID, that follows the target everywhere they go, in their home, their car, their place of work, or even in cross-continental travel, anywhere on the surface of the earth. There is nowhere that targets can escape this game–the stalking game.” 

“These people who are being tormented, have been portrayed as criminals, however the opposite is the case. The targets of torture and intimidation and destruction, are the good guys. This tracking game relies on attacks using microwave weapons, as well as organized stalking, to make the life of the target a living hell, to where they eventually succumb physically and die from the effects of non-ionizing radiation, or due to the extensive, and never-ending torture, they are forced to commit suicide.” 

“The target experiences physical attacks on their body. Microwave weapons are placed in close proximity to where they live and where they work, and are even placed in their cars, if necessary. These miniaturized electronic devices, in essence, antennas, are capable of tracking and attacking the target with microwave frequency that can deliver shocks, stabs, or sub-dermal burns to their physical bodies in a continuous manner, or perhaps every few minutes. Their body experiences internal heating and burns, sleep disruption, sleep deprivation, as a primary tactic to slowly break them down. These types of physical attacks are complimented with attacks on the mind of the subject. Dr Jose Delgado perfected the use of a brain-to-computer-to-brain feedback loop, so that he was able to give a continuous stimulus and response time signal to his patients. This is exactly what is used to attack the target…”


For the record, any time you hear Yours Truly refer to targeted individuals, always know that I am referring to the Thomas Marshall theory. And folks, it is as real as a heart attack.

Bottom line folks, crimes against humanity like these, have zero place in “free”, “civilized” societies. Zero!!

Senator Jeanne Shaheen Introduces Additions To The HAVANA Act Of 2021

There were some interesting developments this week in the directed energy weapons front, the biggest one being news that Senator Jeanne Shaheen(D-NH), a senior member of the Senate Armed Services Committee, has introduced additions to the HAVANA Act of 2021, seeking to make it easier for victims of the attacks to get the medical care they deserve. Details of Sen Shaheen’s additions are included in this 06/16/22 press release sent out by her office.

Senator Shaheen said this about her additions:“No American injured in the line of duty should be forced to fight for or justify their need for medical attention. That’s why I’ve worked across the aisle for years to secure medical benefits for those suffering from ailments as a result of directed-energy attacks. I appreciate the desire from members on both sides of the aisle to make this a priority in the fiscal year 2023 defense legislation cleared by the committee, which will provide substantial funding to investigate the nature of these injuries so we can better care for those afflicted. I also appreciate the inclusion of my provision requiring the Pentagon to produce a report on anomalous health incidents to inform and improve our military’s ability to respond to the threat of AHIs. We need to have confidence in the safety we provide to U.S. personnel and their loved ones when we station them around the globe, which is why it is paramount that we get to the bottom of these attacks to prevent future instances and ensure care to those recovery.” 

The press release from Senator Shaheen’s office comes on the heels of news reports that a piece of legislation introduced by a bipartisan group of lawmakers, seeks to impose criminal penalties on the harmful use of drones. The lawmakers involved are Reps. Mike Gallagher (R-Wis.), Dina Titus (D-Nev.), Josh Gottheimer (D-N.J.) and Peter Meijer (R-Mich). Among the harmful conduct the bill seeks to penalize, is weaponizing drones with firearms and electromagnetic pulse devices or using them to interfere with aircraft, cars and boats.

This of course raises a whole host of interesting questions, chief among them, whether members of Congress have known all along, that drones armed with electromagnetic pulse devices, could be used to assault civilians? Or are these weaponized drones only used to assault government employees? Hmm, certainly a line of inquiry that the mainstream media could pursue further.

Another interesting development this week, was the unsurprising revelation by a leading national security lawyer, Mark Zaid, that the CIA is not helping out very much with the effort to get to the bottom of directed energy attacks. This prompted the frustrated Zaid to send out a tweet asking, ” What is the CIA hiding?”. Zaid has previously asserted, and backed up his assertions with a document bearing an NSA letterhead, that the agency has been aware of microwave attacks on political dissidents, way before the attack on our diplomats in Cuba.

Bottom line folks, any news that efforts are being made to get to the bottom of directed energy weapons attacks, like we got this week from Sen Shaheen’s office, is welcome news. It cannot be left unsaid however, that there are serious questions among members of the public, as to whether the Pentagon in particular, and our national security establishment generally, are totally clueless about directed energy weapons, and who may be using them for nefarious purposes. It would be very helpful if the government, to the extent possible given classification issues, would level with the public about some of these concerns. Another issue the government seriously needs to level with the public about, is whether regular civilians(not government employees) have also been victims of directed energy weapons attacks, and who’s behind such attacks. Radio silence on this issue is not helpful at all, and is instead spawning wild conspiracy theories.

From George Floyd To Ronald Greene;The Epidemic Of Lying In Police Reports

George Floyd’s death at the hands of Minneapolis police on 05/25/2020, will go down in history as one of the seminole moments in the push for policing reform, not just in the United States, but globally. It was one of those rare occasions where people on both sides of the police reform debate, after viewing video footage of the incident, agreed that there needs to be changes in the way police officials interract with people of color, and especially, Black people.

Another major takeaway from the George Floyd incident, that rarely gets it’s deserved mainstream media coverage, was the stark difference between how the Minneapolis Police Department(MPD) characterized the event in their police report, and what the public actually saw on the video footage. Simply put, but for the cell phone video footage from a teenage girl, the world would never know what really happened to George Floyd on that fateful day, even after going through the MPD incident report. Police Departments lying on police reports is a very serious issue, so it’s very encouraging to see the mainstream media beginning to address it as such, a good example being this CNN piece by Josh Campbell.

Josh Campbell’s piece highlights the cases of George Floyd, Walter Scott, Laquan McDonald, Breonna Taylor and Ronald Greene, all Black victims whose deaths at the hands of police, resulted in very stark differences between the narratives in the initial police reports, and video footage of the events. The initial police reports basically lied about what actually led to the deaths of these Black suspects in their custody, a sad state of affairs indeed. Naturally, this has raised two elephant-in-the-room questions among members of the public; (1) What else do police lie about? and (2) Is lying in police reports more prevalent than we think?

The latest incident involving Ronald Greene, where Louisiana State Patrol officers put out outright lies in their police report about the circumstances of Greene’s death, will certainly lead any reasonable person to conclude that lying in police reports, is probably more prevalent than the public wishes to admit. Think about that, Louisiana State Patrol officers had video footage of the event, yet continued lying to the public for two years. The truth about the incident only came out after a reporter dug into the story, forcing the release of the video footage. There is nothing to suggest that Louisiana State Patrol officers would have ultimately done the right thing, and told the public the truth about Ronald Greene’s death, absent the dogged journalism by this reporter. This just goes to show the very crucial part good journalism plays in not only the fight for police reform, but also good governance generally.

Yours Truly has raised this “good journalism” issue before, with mainstream media taboo topics like “targeted individuals” and “gangstalking”. For those of you not familiar with these terms(not sure what rock you live under), there are growing complaints from individuals in the United States, believing to have been watchlisted, claiming that they are often the targets of abuse by various U.S. law enforcement agencies. Among the most common abuses cited by these people is “organized stalking” or “gangstalking”, conduct if proven to be true, would constitute torture(violation of Geneva Conventions). Despite the seriousness of these allegations, the mainstream media has chosen to totally ignore them, choosing instead to characterize people who make such claims as paranoid nutjobs, or dismissing them as “conspiracy theorists”.

With the rising epidemic of lying in police reports about the circumstances of minorities dying in police custody, one has to wonder whether time has come for the mainstream media to lift it’s embargo on discussing targeted individuals, gangstalking, and many other taboo topics related to law enforcement. Given what we know now about police departments’ propensity to lie to cover up their injustices, can the mainstream media justify it’s embargo on discussing targeted individuals, gangstalking et al, any longer? What if targeted individuals have been telling the truth all along?

Bottom line folks, the number one lesson from George Floyd to Ronald Greene, is that there is an urgent need for policing reform in this country, and legislative fixes like the proposed George Floyd Justice In Policing Act will go a long way in achieving these desired reforms. True policing reform however, will only be achieved and sustained, if we have accompanying “media reform”, meaning, going back to our good old fashioned investigative journalism days, and ditching the present “access journalism”. Simply put, the media must go back to posing tough questions to law enforcement/government officials instead of always seeking ways to be liked by them for the sake of “access”.
